Siaran Biak TV Terhenti, Terkendala Dana

Siaran televisi lokal Biak TV yang dikelola Dinas Komunikasi dan Informasi Kabupaten Biak Numfor sejak satu tahun tak beroperasi karena kekurangan dana operasional.

Kepala Dinas Komunikasi dan Informasi Biak, Drs Yustinus Woof ketika dikonfirmasi, Sabtu mengakui, manajemen Biak TV sangat kesulitan dana untuk membiayai operasional siaran televisi lokal milik pemerintah daerah.

“Saya berharap pada tahun anggaran 2010 ini bantuan keuangan untuk Biak TV dapat direalisasikan sehingga bisa membantu mengaktifkan kembali siaran televisi lokal kepada masyarakat Biak,” harap Kadis Komunikasi dan Informasi Yustinus Woof di Biak menanggapi tak beroperasinya siaran Biak TV.

Ia menyebutkan, bantuan dana operasional Biak TV sangat dibutuhkan pihaknya untuk membiayai kegiatan rutin siaran serta pemeliharaan peralatan sampai pembinaan dan pelatihan bagi kru televisi lokal di Kabupaten Biak Numfor.

Perkenalan NHK World

NHK (Nippon Housou Kyoukai), atau Perusahaan Penyiaran Jepang adalah sebuah badan penyiaran umum di Jepang. Radio Tokyo adalah nama tidak resmi NHK, dan merujuk kepada asal-usulnya sebagai sebuah stasiun radio.

NHK saat ini mengendalikan dua jasa siaran televisi melalui pancaran darat (terrestrial), NHK General TV dan NHK Educational TV, tiga jasa siaran TV melalui satelit, NHK BS-1, NHK BS-2 dan NHK Hi-Vision (penyiaran definisi tinggi) dan tiga rangkaian radio, NHK Radio 1, NHK Radio 2 dan NHK FM. Untuk mereka yang berada di luar negari, NHK juga menyiarkan NHK World TV, NHK World Premium dan NHK World Radio.

Sejarah

NHK didirikan pada tahun 1926, berdasarkan model perusahaan radio Britania Raya, BBC. Sebuah jaringan radio kedua dimulai pada 1931 dan siaran gelombang pendek dipancarkan ke luar negeri pada tahun 1935.

Pada November 1941, Tentara Kekaisaran Jepang menasionalisasikan seluruh kantor berita umum dan mengkordinasikan usaha mereka melalui pembentukan Majelis Perhubungan Informasi Rahasia yang terdiri daripada wakil dari Angkatan Darat dan Laut, dan juga dari beberapa agensi pemerintah seperti Kementerian Luar, Kementerian Asia Timur Raya, Kementerian Transportasi, Biro Informasi Kabinet dan Kantor Berita Domei dan NHK. Setelah itu, segala media cetak dan penyiaran menjadi pengumuman resmi Markas Besar Tentara Kekaisaran Jepang di Tokyo selama berlangsungnya Perang Dunia II.

NHK memulai jasa siaran televisi pada tahun 1953 dan menyiarkan siaran berwarna pertama kalinya pada tahun 1960. NHK merupakan perusahaan pertama yang memperkenalkan penyiaran iklan ke televisi Jepang, tetapi kini perusahaan tersebut dibiayai oleh iuran penonton. Penduduk Jepang yang memeliki televisi diwajibkan membayar iuran sekitar USD 12 setiap bulan di bawah Undang-undang Penyiaran “Housou Hou”. Namun, undang-undang tersebut tidak menyebut hukuman yang dikenakan jika iuran tidak dilunaskan.

Jaringan televisi NHK memulai sistem siaran digital pada 2000, sedangkan sistem siaran analog tetap dipertahankan sampai tahun 2011.

NHK (Nippon Hoso Kyokai, Official English name: Japan Broadcasting Corporation) is Japan’s national public broadcasting organization. NHK, which has always identified itself to its audiences by the English pronunciation of its initials, is a publicly owned corporation funded by viewers’ payments of a television license fee.

NHK operates two terrestrial television services (NHK General TV and NHK Educational TV), three satellite television services (NHK BS-1, NHK BS-2, and NHK Hi-Vision, a High-definition television service), and three radio networks (NHK Radio 1, NHK Radio 2, and NHK FM).

NHK also provides an international broadcasting service, known as NHK World. NHK World is composed of NHK World TV, NHK World Premium, and the shortwave radio service NHK World Radio Japan. World Radio Japan also makes some of its programs available on the internet.

NHK WORLD TV Program Monitors April-September 2010

1. Monitor Qualifications

Monitor should:
(1) live outside Japan and be able to watch NHK WORLD TV;
(2) be aged 18 or older;
(3) be able to communicate in e-mails in English;
(4) be able to write monitor reports in English; and
(5) have a bank account which can receive money transfer made in Yen, U.S. Dollars, Euros, or Pound Sterling.

Please note that:

* those who watch only parts of NHK WORLD TV programs on NHK WORLD PREMIUM, TV JAPAN, NHK WORLD Internet Service or MHz Worldview, etc. are not eligible to become monitors;
* only one person per one household is eligible to apply for only one category of NHK WORLD monitors. (There are NHK WORLD TV Program Monitors and NHK WORLD RADIO JAPAN Program Monitors, as well as NHK WORLD Technical Monitors for which currently there is no public invitation for application. Therefore, if you are applying for NHK WORLD TV Program Monitor, you are asked to refrain from applying for NHK WORLD RADIO JAPAN Program Monitor. Additionally, other family members of yours, whether your wife or sibling etc., is asked to refrain from applying for any of the NHK WORLD monitors.)

2. What are Monitors requested to do?

Monitors are requested to watch in principle four (4) programs specified by NHK per calendar month, write their comments and opinions on such programs in English (300~400 words), and send the report to NHK by e-mail.

3. Monitoring Period:

For six(6) months from April 1, 2010 (Thursday) till September 30, 2010 (Thursday)

4. Remuneration

Monitor will be paid the remuneration of 3,000 Japanese Yen per each Monitoring Form submitted.

NHK World TV: Digista Stadium

What is DIGITAL STADIUM

Helping undiscovered talent to make a world debut
” Digital Stadium,” also known as “Digista” is a TV program that invites artists to submit a wide range of digital art works for judging, comments, and advising from leading professionals active in the field. Digista is dedicated to supporting and nurturing young artists and thereby helping to create a new visual culture for the digital era.
One of the special features of the program is a kind of reverse selection process whereby applicants get to choose the professional artists who will act as “curators” on the show.
Applicants submit their work to a specific member of the curatorial team, whose names are announced in advance via the program web site or on the program itself. The curators then judge the designated artworks, strictly yet kindly, from their professional viewpoint.
Curators choose a “best work of the week” from among the submissions, thereby granting it entry to the Digital Stadium or “Hall of Fame” cherished by all the young artists who apply. Each winner’s name is forever engraved in the Stadium.

Go for the DIGISTA Grand Prize!
The “DIGISTA Awards” are held once a year to select the year’s best works from among those admitted to the Digital Stadium.
After the best works of each category have been selected, judges decide on one work to receive the Grand Prize. Who knows which artist will be the winner of this year’s coveted Grand Prize?
The program is presented by two hosts.
One is NHK commentator Hide Nakaya, who assumes the role of program Navigator. Nakaya is known as the person who designed NHK’s famous egg-shaped logo. Responsible for commentary across the fields of the arts, culture and the digital world, Nakaya supplies us throughout the program with the latest information on digital art.
TV announcer Mayuko Ishii serves as the program MC. Well-known through her appearances on various news programs, Ishii helps out the artists with her concise comments and warm advice.
